[NLC] DRAFT NLC workplan

Greetings NLC.

Attached is a DRAFT version of the workplan we'll discuss at tonight's
meeting.
If you have a chance to familiarize yourself with what's there before the
meeting, that would be great.  If not, no worries, we'll have some time to
discuss it.  And, there will be opportunity for you to provide feedback.

There are a lot of empty spots.  My goal was not to create a finished
product.

If we think of NLC as a volunteer working group that collaborates with
Neighborhood Services, then many of the distinctions between NS work and NLC
work become clearer.  Up to this point (as far as I can tell), NLC has not
committed to taking on as many actions as are outlined here.  I think it's
an important question to ask: how much work are you willing to take on?

One thing I expect we'll clarify through dialogue about this is which items
are details or subsets of larger workplan items.  I tried to sort them out,
but I think they're still jumbled together.

I'll have printed copies for everyone at the meeting.
