Crest heard a good presentation at our September meeting. As part of our
sustainability series, the speaker was Nick Routledge, and he talked about
winter gardening. He was most informative and inspiring. For more

Also at the September meeting we voted to form a committee to explore the
feasibility of working with ENI to set up a fund that would assist needy
individuals facing the large street assessments. This year's work on Crest
Drive is coming to an end sometime in the next few weeks. The larger portion
of the street repair work will be done during next spring and summer.
Together with the Far West neighborhood we put out the first issue of the
Neighborhood Gazette. We encourage other neighborhoods to look at the issue
and to consider joining the enterprise.

CAL YOUNG NEIGHBORHOOD
Planning Work Progresses. At the CYNA General Meeting October 22,
opportunity for broader outreach will be provided to review the work of four
task forces in the Neighborhood Priorities: Public Safety/Crime, Land
Use/Compatible Development, Transportation/Traffic Congestion, and
Parks/Open Space. Four breakout groups will ask questions, discuss, change,
or add to the preliminary recommendations of the task forces. Then, all
participants will move around the room, reading the posted notes from each
task force and voting with dot stickers on what they consider the most
important recommendations. Results from the October meeting will be
published in the winter Courier for future review and consideration in
planning for the Cal Young area.

WEST UNIVERSITY NEIGHBORS (WUN)
We met with Karen Hyatt of the UO's Community Relations Office about the
walk through the neighborhood this Sept 29 with Pres. Lariviere, Mayor
Piercy, and other campus and City officials. They're planning to knock on
doors and greet students in the neighborhood, encouraging them to be good
neighbors. We have additional brochures for new residents to hand out with
information about being a good neighbor and helpful resources.
WUN are recommending approval of Patterson Townhouses for a MUPTE - they
have an unusually large amount of open space and (wonder of wonders)
individual garages with doors, as well as other amenities requested by the
neighborhood such as chin-up bars and a bulletin board for residents to
communicate with each other.
Deborah spoke at the Sept 19th City Club as part of a program to give advice
to President Lariviere, suggesting ways that the UO could be a good
neighbor.
We are involved in planning a service day event on November 9 with UO
students working on cleaning up the neighborhood, weeding in the park, and
possibly planting a few trees.
We will take Board nominations at our October meeting, with elections
scheduled for the November meeting.

RIVER ROAD COMMUNITY ORGANIZATION (RRCO)
RRCO Report by Jan Spencer
RRCO has not met for its Sept. meeting as of this writing. Our September
meeting agenda includes a Board work session. We will hear from a neighbor
about a homeless camp along the river.
We are having a Board work session this month. First we hear about -- a
neighbor who has a problem with transients bedded down along the river. He
says he will attend tonight to show us some pictures and tell his story.
Margaret Mazzotta from the EPD is planning to be there to hear it first
hand.
Savannah Crawford is going to give us an update on the Beltline project, and
David Roth will tell us of some minor fixes that are to be made to River
Road with some left over stimulus money.
Work session will include charter talk, SNAP, publications.
RRCO looking forward to the Oct. 19 program on Creating Resilience in our
Neighborhoods. A panel to discuss collaborations between N'Hood Watch,
Emergency Preparedness and Permaculture plus comments from invited guests.

JEFFERSON WESTSIDE NEIGHBORHOOD
* The JWN held its first general meeting after summer break (September
8th) We had speakers from EWEB's Energy Mgt Services, who spoke about
weatherization and energy saving techniques for homes.
* For October, we plan to have speakers from Northwest Youth Corps'
Corps Respond program. They will give a 30 talk on how to prepare a "72 Hour
Kit." They are part of AmeriCorps and are doing outreach to local
neighborhood associations. We will also offer info about the more
comprehensive CERT training.
* In November, we hope to inspire more tree planting by inviting
speakers from both the Eugene Tree Foundation as well as someone from the
City of Eugene's "Neighborwoods" program.
* We are planning a neighborhood holiday party for December 15th. It
will be a potluck with live music. We are looking for ideas for some novel
and entertaining, (interactive, yet simple) activity. Any suggestions out
there?

FRIENDLY AREA NEIGHBORS
Friendly Area Neighborhood Report:
We approved a letter to be sent to Parks and Open Space asking for
information regarding a reported violation of City policy in a recent
incident of herbicide spraying in Washington Park.
We approved a proposal from a resident to hold a neighborhood dance on the
tennis courts at Washington Park on Oct. 17 with three dance lesson sessions
on earlier dates.
We heard a proposal and approved same to start a neighborhood garden on an
unimproved City right-of-way on 21st Ave. at Van Buren. Thirteen people
came to an organizing meeting and they plan to grow food to share with the
community.
We are continuing to develop relations with the Southtowne Business
Association (SoBA) and now have a representative from their organization
regularly attending our meetings.
Patricia Thomas from the City came and spoke to us at length about the
Opportunity Siting program. She will come to our general meeting in Oct. to
explain the program to our neighbors.

FAR WEST NEIGHBORHOOD ASSOCIATION
Far West:
Eugene's first collaborative newsletter--between Crest Drive and Far
West—went out at the beginning of September.
On Wednesday, 9/30 at 7 PM, Far West will have a meeting with a speaker
on gardening, followed by a brief board meeting at 8:30 PM. The meeting
will be held at the Westmoreland Village community room.

DOWNTOWN NEIGHBORHOOD ASSOCIATION
DNA had a general meeting in September.
Jeff Petry outlined the free parking/alternative payment programs the city
is experimenting with Downtown.
Kaarin Knudson let us know how to get involved in the planning process for
the EWEB Riverfront Masterplan.
City Councilor George Brown spoke on why he opposes Urban Renewal programs
and how that relates to Downtown redevelopment.
