Hey, Folks, I've been asked to pass along this information on the
campaign to preserve Civic Stadium.

Greetings Neighborhood Leaders,
Save Civic Stadium needs your voices, your letters, your public testimony
(Feb. 17) as issues regarding the fate and ultimate development of the
stadium are quickly being decided, without the involvement of our community.
To give you background, here are the following materials, included as
attachments:
1) *Most recent 4J meeting (Feb. 3) on the subject of Civic Stadium*

I cannot download as an attachment for some reason. If you scroll down to
Feb 3 meeting there is an audio file (no minutes yet) I would suggest you
start at about 26:40 minutes into the meeting. You should then skip over
teachers and governmental affairs report (Barb Bellamy) and find discussion
by Board about the issue.
2) *Mission of Civic Stadium*
3) *Op Ed, published in Register Guard*
4) * Recent Action Taken by Friendly Neighborhood Association
How you can assist:*
1) Create your own endorsement of FAN Motion in your Neighborhood
Associations to ensure that Civic Stadium is given a fair and thorough
review and assessment before selling off parcels of land for quick revenue
for 4J. Zoning change that will hasten the selling off of these properties
is scheduled for the next Feb. 17 4-J meeting, *with no prior public hearing
on the matter*.
Key points:
- Civic Stadium was given to 4-J for $1 in 1938.
- Deed restricted use of land for athletic purposes only and 4-J went to
court to have that restriction removed. 4-J won in a decision that
cannot
be appealed. 4-J did this in rapid fire without community involvement.
- 4-J has reaped financial rewards from the property for years while
slowly letting the property decline. They have not been good
stewards of
the property.
- The property represents one of the largest parcels of land in South
Eugene close to downtown left in this area.
- As such, its development is of paramount importance to this community
and to every neighborhood association in particular.
- The Stadium has been designated historic property and is listed on the
National Register of Historic Places.
- A thorough review of the property's potential uses should be looked
at. This has not been done.
- 4-J is rushing a process to sell off two parcels of land that are part
of the overall Civic footprint.
- 4-J is considering delisting the property as a historic place which
will allow for its eventual demolition.
- No public meeting has been scheduled prior to a 4-J meeting slated to
decide this issue.
- Due consideration should be given to this property prior to its sale.
- FAN supports the City of Eugene, 4-J, private developers and Save
Civic
Stadium efforts to work on assessing the property for reuse thoroughly
before putting out an RFP on the property.
- The potential for a bond measure exists and therefore the process
should not be rushed and the public should be heard from prior to sale.
- A reuse study of the land should be completed. Save Civic has funds
which it will commit to assisting in this effort. We welcome others
to do
the same.
The attached contact list for School Board can be used to directly e-mail or
write a letter. Or please testify at the School Board meeting on Feb. 17.
You must sign up at 7 PM at the 4J District Office to be heard.
2) Write a letter to the Register-Guard
3) Contact members of the Eugene City Council
4) Work on developing testimony for the Feb. 25 hearing.
5) Send this e-mail to any e-mail list you have from your neighborhood
association.
6) Consider volunteering for Civic Stadium efforts.
*KEY ACTION ITEMS WE ARE LOOKING FOR FROM 4-J*
- Table the decision to rezone the north lots
- Conduct a professional, objective feasibility study to assess the
development possibilities, opportunities for collaboration and potential
uses for the property
- Hold a public hearing (or series of hearings) after the completion
of a
study
- Hold off on initiating an RFP process until a feasibility study is
completed, with the goal of maximizing the RFP results
