[NLC] Poll for February Meeting reschedule

Neighbors,

As you may know, the Envision Eugene public comment session is scheduled 
on our usual meeting date of February 22nd.

In light of the strong interest from neighbors in this topic, it was 
decided to reschedule our normal monthly meeting in February so that 
neighbors would be able to attend the comment session.
