[NLC] Update on delivery of Envision Eugene draft recommendations

 From the City Web site:
The City Manager's draft proposal is scheduled to be posted here and 
widely distributed on February 2nd, along with a link to a feedback survey.
The City had previously indicated the CM's draft proposal would be 
presented January 31. It's not exactly clear from the statement above 
whether anyone outside staff and consultants (for example, the CRG) 
will receive the draft recommendations before February 2.

Two observations:
    * The last scheduled meeting for the CRG is February 1, and the 
CRG was slated to review the draft proposal at that meeting.
    * Unless the draft recommendations are still delivered to NLs on 
the original timeline, this will mean two more days are cut from the 
time available to NA boards and memberships to assess, deliberate and 
comment on the recommendations. There's less than 3 weeks from 
general availability of the draft recommendations to the date of the 
one and final public hearing on February 22.
