[WEC] Minutes of September OTC meeting

Dear WEC friends,

The DRAFT minutes of the September OTC meeting read:

The Commission received a presentation from the West Eugene  
Collaborative (WEC) on its efforts and outcomes. Region 2 Manager Jane  
Lee introduced WEC representatives Rob Zako and Gerry Gaydos, City of  
Eugene Mayor Kitty Piercy, and Lane County Commissioner Faye Stewart.

Rob Zako gave a brief summary about WEC process and recommendations.  
WEC conducted a two-year study of transportation issues in West Eugene  
between April 2007 and March 2009. The results of this study were  
released in a report, and WEC has been making presentations to policy- 
makers and community groups on these results. There is a long-  
standing debate of new roads versus protecting wetland, so WEC is  
taking a new approach of collaboration, drawing together citizens from  
businesses, environmental groups, neighborhoods and local government.  
The result was a new vision on transportation that looks at  
transportation, land use, and environmental issues. The next step will  
be to solicit public involvement and conduct technical analysis to  
determine the feasibility of recommendations being brought forward.

Mayor Kitty Piercy said the city council have taken the  
recommendations seriously and talked about ongoing and upcoming city  
initiatives that in some way address the recommendations.

Gerry Gaydos said continuing investment from stakeholders and the  
addition of partners like ODOT are two critical points in moving  
forward.

The Commission applauded the WEC and city officials for their  
collaborative effort in making the critical decision to move past  
“where we were” discussions, and going to “where we’re going”  
discussions.

Absent from this draft is any clear direction from the OTC or response  
by Director Matt Garrett. But Kitty says that there needs to be a  
specific ask of ODOT before we can expect any action on their part.
