Dear Community Members,

You are receiving this email because you are a member of a Commission or have participated on a committee dealing with land use issues over the last couple of years.  The City of Eugene is embarking on the second phase of planning for  future growth in our community.  The first phase is coming to completion this week when we will ask the City Council to accept the draft land need figures generated by the Eugene Comprehensive Lands Analysis (ECLA).  Once we have an accepted land need figure, we need to plan for how to accommodate the anticipated growth.  This phase of the project is called Envision Eugene.  The website www.envisioneugene.org<http://www.envisioneugene.org> was launched last week as a tool for sharing information.  A postcard announcing the website and key public meeting dates is scheduled to arrive in all Eugene residents' mailboxes at the end of this week.

Our timeline for having a preferred growth scenario adopted by the City Council is February 2011.  To meet that deadline, we must have the community workshops and technical analysis complete by July 2010.  Our first public meeting kicking off the project is May 4th, at the Hilton - 66 East 6th Avenue, with sessions from 4-6 pm and 7-9 pm.  We hope you will attend one of these sessions and add your input to this important community conversation.  In the meantime, we could use your help looking over an early component of work dealing with ways we might be able to reduce our land needs by growing more efficiently within our current urban growth boundary.  We have developed a survey, the Eugene Potential Land Use Efficiency Measure Questionnaire, that describes various potential actions the city could take to increase the efficiency of our use of land. The intended audience for the questionnaire is people who have some recent experience in committee or commission work on development issues -- the public events, website, and email newsletter are intended for a more general audience.   To help you complete the questionnaire, we have prepared an illustration document that provides additional information, photos, and other graphics for some of the potential efficiency measures.  It is designed for you to print out and use as a reference while you complete the survey.  It can be found here:

It would be helpful to have the questionnaire complete by April 26, so that we may use this preliminary input in our analysis of the measures' potential feasibility and applicability.
