Perhaps a minor quibble but "maintaining West 11th as an increasingly 
congested strip mall", while it may be accurate, is somewhat loaded 
language.

If the intent is to gain broad support, then disparaging the existing 
businesses along the route is not what we want to do.

"An increasingly congested single-use commercial corridor"?
"An ever more congested retail avenue"?

Surely someone can come up with something better than those two.
