[WEC-All] Additional preparatory material for the WEC meeting

Attached please find 3 items:
 
a) the draft meeting summary from the October meeting
b) the current Operating Agreements with which the WEC operates
c) an explanation of consensus decision making from the Osprey Group.  This
document was written and distributed in August.  It has been modified as a
result of concerns and discussions with members of the Collaborative
