Here is a quick spreadsheet on which I have started to insert some notion of
key tasks or milestones for the WEC.
 
The goal in my mind would be to try to address three concurrent activities -
LTD and City studies and the broader WEC agenda.  But it seems that we also
want to play to the WEC's strengths, which to me seems to translate into
capitalizing of history, collective wisdom, the ability to have the big
picture perspective, and good visceral reactions to what is possible as
opposed to having the WEC replicate an EIS process.  With that in mind, and
consistent with the earlier task force that focused on the work plan in the
spring, it seems important to get us to generating and evaluating solution
alternatives shortly after the first of the year.
 
See if this approach makes sense to you and help me embellish the
spreadsheet - again w/o too much detail - so we can share our overall
guidance for a work plan with the group toward the end of this week.

P.S. I will cc this to the Coordinating Committee as promised as well
recognizing it is only a framework at the moment.  I have also asked Emily
and Tom for their thoughts about the timing for relevant input from the WEC
