[WEC-Coord] Thoughts on the Work Plan spreadsheet

My thoughts in the attached are in pink. I really think the simpler 
the work plan, the more people will roll up sleeves and work, 
gathering data as needed to develop good alternatives, rather than as 
"background" before starting to get concrete. We have the Purpose 
statement to guide us as to what the plans should accomplish...
