[WEC-Coord] Analysis Committee work

Dear Coordinating Committee -

In preparation for tomorrow's phone meeting, Rick Duncan asked me to  
forward this document for your use during the meeting.  It's  
basically a set of instructions the Analysis Committee developed to  
direct the work of the technical sub-committees as we sort,  
synthesize and analyze the design storming effort.  Please let me  
know if you have any questions about this - otherwise, we'll speak at  
9:00 a.m. tomorrow.
