Environmental issues / information critical for WEC discussions
1	The evolutionary success (survival) of Federal Endangered Species List
Fenders Blue Butterfly and Kincaids lupine is in Eugene’s stewardship and
is an opportunity for our West Eugene Collaborative to mobilize the
collective good will of our community.

2	With cooperation from a number of participating agencies, the present
wetlands mitigation system, administrative structure and funding source
can be expanded legally to include upland prairie the soil formation that
Kincaid’s lupine requires for growth. * The present mitigation system and
attempts to enhance wetlands, nurture the Willamette Daisy and the great
copper butterfly among others should go forward with renewed vigor.

3	 ODOT can contribute enormously to positive outcomes for an expanded
upland prairie land bank system by its land use decisions for disposal of
the West Eugene Parkway strip.

4	In addition, the proposed northwestward extension of the Ridgeline Trail
system and the proposed Veneta/Fernridge/Eugene bike path add additional
natural or human level transportation corridors to complement the riparian
Amazon channel and future sprawl reducing and boulevard enhancement
efforts  for the West 11th entrance to our fair city.

5	The success of Fender’s/Kincaids depends on cooperation and jointly
developed objectives to protect and extend butterfly critical habitat on
both public and private lands in side and outside the Urban Growth
boundary. With the help of west Eugene private businesses, (some of which
are at the WEC table) and also the City of Eugene, Lane County, State of
Oregon and the critical federal agencies BLM and ACoE, who are already
represented in the West Eugene wetlands consortium group or in our WEC
collaboration, our key stakeholders can leverage and maintain the
necessary momentum for creating and sustaining the project above.
