[WEC-Env] Pat's note

[Mary O'Brien]

Hi, Pat,

I hope you will join, to add your knowledge and experience on what happens 
with mitigation, wetland-creation, restoration, etc.  Because those are the 
kinds of questions that have been raised in the Committee.  We need as many 
thoughts as possible to have an accurate picture about what all is involved.
