[WEC-Env] Public/Private distinction between stormwater rules

Dear Mary and other members of the WEC Environment Committee (and other
interested WEC members),

Perhaps I missed other email messages, but this is the first I have heard of
the meeting on October 3.

In any case, building on Kevin's work, I have started updating a page of
events related to the WEC so that everyone can see at a glance who is doing
what:

For more detailed info (such as meeting materials, etc.), people can visit
the page for the WEC Environment Committee:

I don't intend to update this latter page, but others but might want learn
how to do so.

Please continue using the official WEC_ENV_COM email address to make sure
that not only people on the committee, but also other interested parties
(such as John, Dennis, Emily, Kevin and me) are in the loop - and can help
make sure the word gets spread.
