[WEC-Map] some WEC baseline maps online...

Dear Friends,

Pat and I worked pretty much an eight hour day on Saturday at the BLM offices, and "completed" a round of refinement on three of the baseline conditions maps.  These improved versions (while still significantly imperfect) are now uploaded to the wiki page...
