There is an update for the GTAIII.exe file on Take-Two Interactive's website. As for the text issue, I had the same problem with a Gefore 2 card. Do all of the latest M$ critical updates, as well as the DirectX update. Then uninstall GTAIII and reinstall it. That is what I had to do to get it to work.
