lighting options behind stained glass

We are finishing our basement. We are installing 4 stained glass windows. they will be installed as pairs with one on top of the other. each window is approx 17" h x 22" w. We plan on putting lights behind them to appear as if they are actually windows. It was reccommended that we use florescent lights. Do you have any other suggestions and also where should the lamps be situated and how many for each window. there is a lot of textured clear glass in each piece. There is about a 4 inch cavity between wall framing and cinder block wall. I hope this is enough info. Any advice would be helpful. thank you
