yeah, they want the arrow heads in front, then the text, then the dimension line. Problem is the arrow head is an integral part of the dimension line. If the dimenasion line+arrowhead are placed at the front of the group to avoid the arrowhead overlap then the white filled text will not overlap the dimension line.

Only solution I know of is, on small dimensions where this is an issue, to change the dimension to have two arrowheads pointing at the witness lines from outside...i.e. there is no dimension line in the place being dimensioned....or use a smaller font....or use smaller arrowheads....or make a copy of the dimension object, paste it back in and delete the text...or..
