A couple years ago the local building department had numerous meetings with Autodesk and were sold on the concept of plans being submitted in DWF format, thereby reducing cost and paper storage. Trying to explain that this was giving Autodesk a monopoly over other CAD platforms got some reaction, then I was able to rally some prominant architects who still do work by hand, and since the local print shop could scan and create pdf's they decided that the pdf format would be the standard. They never did impliment this, though, and we still submitt paper drawings. It shows, though, that people have to be aware and get involved.
