SketchUp has intelligence in forming polygons; draw enough lines to close a shape and it automatically forms a polygon. The polygon surface seems to be separate from the lines; you can delete the surface and the lines remain. If you have a number of lines that close but have no polygon, tracing off one of those lines with the pencil tool causes SketchUp to auto-create that polygon, and that's what you have to do with imported DWG files. SketchUp doesn't seem to use polygons from 2D DWG files, but it does with 3D DWG files.
