It's not Art Deco or any other known style. It's the MacGregor-Style, I suppose.
But your towers are too tall as your image suggests.
After the attack people have been so fearful entering high-rise buildings, also working in such structures.
Outside elevators aren't an appropriate proposal to skyscrapers - after all they would intensify peoples' feelings of anxiety of altitude.
