The only place in Brasilia that is not designed to the human scale is the monumental axis. I should learn more about the residencial axis, that cut the monumental axis. It is totaly designed for the human scale, I peaple who live there love it. And there is no four story blocks: They actualy have 6 story and 3 story blocks (plus pilotis). And it´s easy to get a bus or to walk all your way on the residencial axis. Peaple talk about Brasília just like it was designed to be an ordinary city. It is not. It is a capital!
