You are quite right, there is no actural need for a complicated adjustment system and one can even be made mechanic if you think one will be needed.
Also this mean that very different design decisions can be taken ,--- but my point is that with a bridge , not as a number of flotation tanks supporting a road deck, but as a vessel with the function of a bridge your whole concept change.
You will start wondering how big the difference in expences realy will be , both at building but also over time beside with the idear of bargebridge sections ,you are left with somthing very different than the standard floatbridge concept that surely offer a bridge ,but not the theoretic flexibility with individual vessels .
Now the cost was a main issue with these barge bridges, as when you check the building method you shuld know that this is the dream of any shipyard , ------- you anyway need to project the thing, and handeling a bridge as a vessel hull offer you the skills and knowleage of these shipyards, where ballast systems are standard with most cargo vessels you also minimise the surface of the bridge, asking much less maintainment over time.
But this is about cost and how well such vessels will perform must be ballanced with what different designs offer and in that perspective, when this is rather a vessel than a bridge, I guess standard safety regulations will ask a safety system, where the idear of adjustable ballast will fit with the way you ensure safety .
Now I did put forth the idear , that a floatbridge projected as seperate and independant propelled barges, will even offer an automated solution ; ----- other boats need to pass and the trouble opening a float bridge can be huge, but with self propelled bridge barges, this can even be done automatic . It's been years since satelite navigation made ferries that will automaticly guided even without the need of anyone to stear them ; do one trip and the computer will know how to calculate for current and wind ,and this way you can even automate a bargebridge to lowen the gates and sail away to leave an opening ,and after the other ship pass, the barge will automaticly propell into place again.
What I doubt with simpler , ------ and I even doubt they will be simpler, -- designs is ,that these will be clumpsy and with a bigger surface also heavyer when handled ; being designed as simple floatbridges you will not add the flexibility of "building" a bridge "instantly" ,as what was the original proposal for Copenhagen where you could emagine that the bargebridge can move around offering entrance way different places in the weekend than what you ask for everyday needs in a town where trafic problems been ignored for the benefit of dark glass monsters.
Now I will doubt that float bridges been a usefull solution in many places , ----- still what I claim is, that when a bit more work gone into the design, you profit on many levels and acturly I am quite sure ,that a Bargebridge even with the safety and navigation equipment required when this is a "ship" , will offer side effects that a more tradisional float bridge will offer.
