They couldn't somehow put another elevator in. I know at the strawbridges and clothier building in philadelphia they had built a service elevator that goes from the basement to the 12th floor(actually now the 8th floor 9-12 has been closed) in area's where the customers shop. They couldnt take out a few offices or relocate them and put in a bigger elevator? I never been to carew tower so i'm guessing here
