I assume you are referring to the tiny elevator that serves the top floors. The floors of the building get smaller as one rises. The floors up to somewhere like the 45th floor are served by elevators from the lobby. But the top floors of the building are so small that to continue upward one must exit the regular elevator and transfer to a single small elevator that serves the upper three or so floors. It has been years since I have been to the top (I live in Arizona so I have to do this from memory), but I think you have to climb stairs a few more floors to get to the observation deck. The elevator at the top is only something like 4 feet square, so it's crowded with three people.

Being an old building, it's unlikely that the owners would replace the little elevator with a bigger one unless they could be persuaded to give better access to the handicapped. It would seem rather impractical at this late date to redesign the elevators to make at least one go to the top from the lobby.

By the way, the observation deck is not all that scary. I get spooked by heights and I never felt ill at ease up there. The walls are fairly high and topped with a railing. Yeah, it's a long way down but there is no chance of falling over the side without trying.
