Message - GIS data NYC

Hi

You might not understand where this e-mail comes from, and what it is about...
I am looking for informations regarding GIs data of NYC.
I am not working for any kind of Governemental or non-gov organisation.
I studied planning in France. My question may not be clear, because i am not using the right terms...
this is what i would like to do.
I would like to have maps of specifics sectors in manhattan (let's say Chinatown), with specific data (what planners use for zoning), streets, cadastre.
WHat i'd like to do if to zoom specific sectors, intersections, blocks in order to draw modifications..., traffic lanes reduction...sidewalk improvement....

my questions are:
how can you get these maps? Data?
Is it possible to get them if not part of a professional organisation?
I have Autocad and downloaded arcview..but those
are just softwares.

Do architects have access to this database?
thank you very much for answering to my request, as you probably notice, this field is totally unknown to me..(didn't have to think about how the information arrived...I just used it so far!!!)
