See annu,
In india, there are two good institutes for planning-SPa Delhi and CEPT, ahmedabad. The fundamental difference between US and UK planning studies is that in UK , masters' is more oriented towards non physical aspects of planning(watch www.hero.ac.uk).US planning studies are more oriented twards Physical planning...If you are an architect and want to be in built environment studies better be here or in US. Planning is not a course -its a practice.. i could have given you more info. if i know your back ground(graduation )..anyways...all the best
