In the Netherlands there is a lot of architecture and even more water: last few years a number of studies have been done about floating cities: Below are two links (they're in Dutch, but I'm sure you can find some Dutch>English translation program on internerd). Also a number of floating neighbourhoods (architectonically correct ofcourse) have actually been built, particularly in Roermond (NL) and in Almere (NL) (project development firm builds actual floating city) (research/design brief, has some tech info)

Also at TU Delft there is a professor that specializes in architecture+water (
