I suppose you are asking about a "concept" for an architectural design. A "concept" simply is another word for an "idea." What's meant here I suspect is a "reason why" the design should be a certain way.

There are different kinds of concepts--too many to cover here. When you're asked for your "concept," it usually means that the questioner is interested in more than appearance, but want's to know WHY it appears that way. "I like it" isn't a good enough answer. You have to give some better reason that other people can understand.

The reason is not always practical, in terms of use or materials, but may be more poetic. This answer might be, "The building is LIKE a . . ." Fill in the blank. The building might be like ship, for instance (for some reason) or maybe like a tree (Wright's mini-skyscraper projects, like the Johnson Wax Research Tower).
