Didn't Kezo Tange propose something of this sort back in the 'sixies or early 'seventies?

The precedents probably are more to be found in naval architecture--giant ocean liners--than in architectural projects. But what do they (and you) do with refuse and waste? They may get away with dumping it into the sea, but you cannot.

This strikes me as a very ambitious thesis project, more concerned with engineering than architecture, since most of the obvious questions involve special technology.
