a friend of mine at college was planning to do his thesis on a similar kind of project, 'Incremental Housing'...
on a more purer concept level he was proposing exactly what you mentioned.... "a cage equipped with utilities. Residents could plug into this matrix thier own units"...
however, his ideas didn't find much favour with the faculty and I guess he dropped that concept at the end....

he eventually did do his thesis based on a housing scheme, the guy's obsessed with housing, but it was definitely no what he wanted to do...

personally, I am also not in favour of this kind of a project...
