The "popular will" however is conditioned by influences, particularly the media in our Western culture--and the media is employed as a marketing tool, to create consumer desires beyond actual wants of users. Not all preferences result from calculated marketing, however. Film has had enormous influence, creating images of the "good life," or of what is "cool."
Consumers choose, but choice is usually limited to what they know and find available. If we want to change public practice, we need to change attitudes. To do that we need public education to inform users of options beyond what is familiar and readily available to them, and to make alternative life styles attractive.
