your design should include a taxi depot with another "public program",look first in order to solve a multifunctional design,you have first to put yourself in the taxi driver shoes and also in the passengers shoes (taxi depo,you mean like taxi station aren't you)
ask yourself what a taxi driver would need in his station after a hard day,then ask yourself what a passenger that is taking a lift with the same driver may benifit from the same station?
you can have a little snack bar,coffeshop counter...etc(don't forget when you're designing that the site is "industrial",you have to study well,the urban context)
think about these kind of meeting points for public interest,in an industrial context!
