As far as building "codes" per se, I know there isnt alot out there. I was involved with the city of Gloucester (now amalgamated into the city of Ottawa) when they undertook creating design guidelines for their public buildings through public consultation etc. One of the best resources was the Canadian National Institute for the Blind. If you have something similar, they may have certain guidelines that may help. Good Luck !
