hey karthik i saw your enquiry,i worked on the same topic back in 1994 it is an interesting topic as long as you zero in to the community or region you want to cater to,and also study some good examples in india,but unfortunatley there are not many places after my search which lasted for a year i found all the so called civic centres in delhi etc were just compleatly sterile and bad examples, but the civic centre in chandighad sector 17 is quite a master peice by le corbusier. finally a civic centre is a conglemeration of different functions which cater to the needs of that particular community with the growth of the community kept in mind.
right now i am studying urbanism in paris- the architecture school of belleville so if you have any specific comments or material you want may be i can source it for you from a city which has the oldest history in terms of urbanism and civic spaces and all that if you are interested write back but be specific
