Hi, and happy new year!

You asked how culture affects design in the islamic world. Well, I think it depends on what part of the islamic world you are talking about since it can be anything from Morocco in west, Sudan in south, Turkey in north, Yemen in south east, Iraq in north, Pakistan in east... and all places have different cultures/customs, and different climates and nature etc.

I don't know much about Dubai or the emirates, but I THINK that they get foreign architects for those flashy, top-modern buildings they have for shopping malls, hotels, palaces etc.
